It shall be the duty of any railroad company or railroad corporation running or operating trains through the city, within sixty (60) days after the publication and taking effect of this section to place and maintain traffic control devices at all railroad crossings within the city. Any railroad company or railroad corporation violating this section, shall be liable to a fine as provided in section 1-4-1 of this code for each and every day such railroad company or railroad corporation is in violation.
