It shall be unlawful for any person to drive any tractor or other vehicle with cleats or other projections on the wheels thereof on any of the paved streets of the City without first removing said cleats or projections or laying down a plank at least eight inches (8") wide and two inches (2") thick over which said tractor or vehicle may be driven.
