6-1-3: SPEED LIMITS:
   A.   Due Care Requirement: No vehicle shall be driven upon any street or alley of the City at a speed which is greater than is reasonable and proper with regard to traffic conditions and the use of the street or alley, or endangers the safety of any person or property. The fact that the speed of a vehicle does not exceed the applicable maximum speed limit does not relieve the driver from the duty to decrease speed when approaching and crossing an intersection, approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding street or alley or where special hazards exist with respect to pedestrians or other traffic or by reason of weather or street or alley conditions. Speed must be decreased as may be necessary to avoid colliding with any person or vehicle on or entering the street or alley in compliance with legal requirements and the duty of all persons to use due care.

   C.   Other Streets: Except as provided in subsection B of this section, maximum speed limits for vehicles on all streets in the City shall be twenty five (25) miles per hour.
   D.   Definitions:
    ALLEY: For purposes of this section the term "alley" shall mean, a public way within a block, generally giving access to the rear of lots or buildings and not used for general traffic circulation.
   STREET: For purposes of this section the term "street" shall mean, the entire width between boundary lines of every way publicly maintained where any part thereof is open to the use of the public for purposes of vehicle travel.
   VEHICLE: For purposes of this section the term "vehicle" shall mean, every device, in, upon or by which any person or property is or may be transported or drawn upon a street or alley, except devices moved by human power and devices used exclusively upon stationary rails or tracts.
