5-1-28: AUXILIARY POLICE:
   A.   Composition: This unit is comprised of no more than twenty (20) citizen volunteers selectively used to conduct a variety of assignments as hereafter provided, but shall not be supplemental members of the regular police department except as provided for herein when full time officers are unavailable.
   B.   Appointment; Supervision: The chief of police is hereby authorized to appoint members to the city of Carmi police auxiliary, providing those persons are of good moral character. The chief of police shall also have the authority to revoke any appointment to the auxiliary unit with or without cause. This unit will receive its overall direction from the chief of police and shall be functionally supervised by the chief appointed auxiliary commander.
   C.   Eligibility Requirements: Any citizen of the United States, who is a resident of the city or lives within twenty (20) miles of the police department, who is at least eighteen (18) years of age and has no felony convictions or serious misdemeanors, shall be eligible to become an auxiliary policeman.
   D.   Rules; Uniforms: The chief of police shall have the authority to prescribe the uniform, rules and regulations, equipment, organization, and structure of the auxiliary policemen; however, identification and uniforms worn by the auxiliary policemen shall be different and distinct from those used by members of the regular police department.
   E.   Duties:
      1.   The auxiliary policemen shall provide additional manpower to the police department for traffic and crowd control during major fires, storms and during other disaster situations;
      2.   Provide supplemental security functions at fire scenes, crime scenes and other times deemed necessary;
      3.   Provide traffic control and safety functions for parades and various walk-a-thons and other events throughout the year;
      4.   Participate in the squad ride along program and any other volunteer program within the police department.
      5.   The auxiliary police officers, when on duty, but not at any other time, shall also be conservators of the peace and shall have the powers as prescribed in the Illinois municipal code at 65 Illinois Compiled Statutes 5/3.1-15-25 provided the auxiliary police officer has complied with the provisions of the police training act, 50 Illinois Compiled Statutes 705/10.5, and completed the four hundred (400) hour mandatory basic law enforcement officer training course required by the Illinois law enforcement training standards board, otherwise the auxiliary police officer shall not be a conservator of the peace and shall not possess conservation of the peace powers as provided by 65 Illinois Compiled Statutes 5/3.1-15-25.
