5-1-19: SPECIAL EMPLOYEES:
   A.   Definition: "Special employees" are all individuals other than law enforcement personnel who are supplying, or propose to supply, intelligence information to the department on a continuing basis while they are being paid with department funds for such activities.
   B.   Special Employee File: A personal file will be set up for every special employee, listing his/her name, aliases, address, sex, date and place of birth, marital status, complete physical description, including identifying marks, occupation, criminal specialty, and code number.
   C.   Investigation; Criminal Background:
      1.   An inquiry will be made to the national crime information center (NCIC) and the law enforcement agency data system (LEADS) for wanted status on the individual. In the absence of a recent FBI criminal record report, the officer will make inquiry of an appropriate state or local enforcement agency to eliminate the possibility of utilizing a subject in a wanted status.
      2.   In the absence of an FBI criminal record report or a local criminal history sheet, the officer shall include any information received from the individual concerning his admitted criminal background. If the reported criminal record was obtained from the individual himself, he must specify that the special employee was the source of this information.
   D.   Status: The officer shall cover all circumstances relating to the current status of the individual with regard to probation, parole or conditional release as required in this section. (Ord. 1017, eff. 4-16-1981)
