5-1-2: APPOINTMENTS:
   A.   Within Department: All appointments to or promotions within the department with the exception of the chief of police shall be made by the police commissioners, as provided by law. (Ord. 1052, 1-17-1983; amd. 2006 Code)
   B.   Chief Of Police: The chief of police of the city police department shall hereafter be appointed and employed by the mayor with the consent of the city council. (Ord. 997, 5-19-1980)
   C.   Deputy Chief Of Police: Pursuant to 65 Illinois Compiled Statutes 5/10-2.1-4 the city council can pass or rescind an ordinance that states that the chief of police "may" appoint a deputy chief of police.
      1.   Appointment; Removal: The appointment will be made by the chief of police and this position will be an exempt rank immediately below the rank of chief of police.
The deputy chief of police shall be appointed from any sworn, full time officers of the municipality's police department, but must have at least five (5) years of full time service as a police officer in that department.
The deputy chief shall serve at the discretion of the chief and, if removed from the position, shall revert to the rank currently held, without regard as to whether a vacancy exists in that rank.
      2.   Promotion: The deputy chief of police, having been appointed from the rank of sworn full time officers of the municipality's police department, shall be permitted, regardless of rank, to take promotional exams and be promoted to a higher classified rank than he/she currently holds, without having to resign as deputy chief of police.
      3.   Compensation And Benefits: The deputy chief of police shall receive the same amount of pay that they receive in their current rank as provided in the Fraternal Order Of Police contract.
The deputy chief of police shall have the same benefits of the collective bargaining agreement between the Fraternal Order Of Police and city of Carmi. (Ord. 1378, 8-6-2007)
