§ 20.004 POWERS AND DUTIES OF THE GENERAL MANAGER.
   The powers and duties of the General Manager include the following:
   (A)   To have general supervision of the administrative affairs of the District;
   (B)   To employ and terminate employees of the District subject to the provisions of law or regulations made by the Board;
   (C)   To attend all Board meetings at which his or her attendance is required;
   (D)   To see that all ordinances and other regulations of the Board are adhered to;
   (E)   To recommend for adoption by the Board such measures as he or she may deem advisable;
   (F)   To prepare and submit reports requested by the Board;
   (G)   To keep the Board fully advised of the condition of the District sewer lines, appurtenances, plant fixtures, equipment and other District property;
   (H)   To assist in the preparation of the annual budget; and
   (I)   To perform other duties as the Board may establish by ordinance or resolution.
