All other ordinances and resolutions may be passed by reading the title only; provided they meet the following requirements.
(A) Copies of the proposed ordinances and resolutions must be in the hands of the members of the Board of Directors at least three days before the meeting.
(B) Copies of the proposed ordinances and resolutions must have been read by the members of the Board of Directors before consideration.
(C) If any member of the public requests that the ordinances and resolutions be read in full, they shall be read in full before action is taken thereon.
