1060.09 UNLAWFUL DEPOSITS; BURYING; BURNING.
   (a)   No person shall deposit or cause to be deposited any rubbish, refuse or garbage in any alley or other public place, or upon any private property, whether owned by such person or not, within the Municipality, unless it is in a proper container for collection or under express approval granted by the Manager. No person shall throw or deposit any rubbish, refuse or garbage in any stream or other body of water.
   (b)   Any unauthorized accumulation of refuse on any premises is hereby declared to be a nuisance and is hereby prohibited.
   (c)   No person shall deposit or cause to be deposited anywhere within the Municipality any refuse, paper, straw, stones or other offensive material in such a manner that it may be carried or deposited by the elements upon any street, sidewalk, alley, sewer, parkway or other public place, or into any occupied premises within the Municipality.
   (d)   The burying of refuse within the Municipality is expressly prohibited, except as may be approved by the Manager.
   (e)   The burning of garbage, solid waste or any putrescible substance within the Municipality is expressly prohibited, except as may be approved by the Manager.
