1060.08 CONTAINERS.
   (a)   Preparation of Garbage, Rubbish and Vegetation for Collection. Garbage, ashes and rubbish need not be placed and maintained in separate containers. All garbage, before being placed in garbage cans for collection, shall be drained of all free liquids and may be wrapped in paper. All rubbish shall be drained of liquid before being deposited for collection. Tree trimmings and brush shall be tied in small bundles not to exceed four feet in length. Large limbs and trees will not be accepted. Grass clippings, leaves and other yard trimmings shall be placed in suitable
disposable-type containers.
   (b)   Specifications.
      (1)   Refuse containers, not exceeding 30 gallons in size, shall be provided by the occupant of the premises and shall be maintained in good condition. Any container that does not conform to this subsection or that has ragged or sharp edges or any other defect liable to hamper or injure the person collecting the contents thereof shall be promptly replaced upon notice to do so. The hauler may refuse collection service for failure to comply with this subsection.
      (2)   Garbage containers shall be made of metal, rubber or plastic, with suitable handles and tightly fitting covers, shall be watertight, shall be kept in a sanitary condition and shall be vermin proof and fly proof.
      (3)   Heavy duty plastic bags of a capacity not greater than 35 gallons may be used in lieu of the containers described in paragraphs (b)(1) and (2) hereof.
      (4)   Ash containers shall be made of metal, with covers, and shall have a capacity as determined by the hauler.
      (5)   Rubbish containers shall be of a kind suitable for collection purposes and shall be of such weight that they can be handled by one person, which weight shall not exceed 75 pounds.
      (6)   Large items such as sofas, overstuffed furniture, etc., will be picked up on the regular collection if they are disassembled so that one man can load them into the truck.
      (7)   Large items such as refrigerators, hot water heaters, washing machines, dryers and other articles of a similar nature too large for one man to handle must be disposed of by the customer.
   (c)   Placement for Collection. Collection shall be made once a week at the curb or the edge of the street right of way.
   (d)   Times of Collection. Collections shall be made on all holidays except Christmas and New Year's Day. Collections for these days will be made the following work day. All items for collection must be placed at the point of collection no later than 7:00a.m. on the day of
collection. There will be no return calls for cans that were not at the point of collection by 7:00
a.m.
