(a) No person shall engage in the business of collecting or hauling rubbish, refuse or garbage for single or multifamily residences in the Municipality, unless such person is granted the franchise for the collection of residential garbage.
(b) Council hereby determines that it is in the best interest of the public that one garbage contractor shall service all single and multifamily dwelling establishments of 4 families or less within the Municipality.
(c) No person, with the exception of the franchise holder for residential collection within the Municipality, shall engage in the business of collecting or hauling rubbish, refuse or garbage for commercial establishments unless he or she first obtains a license therefore from the Manager.
(d) The Manager shall collect a fee as provided in the General Fee Schedule of the Administration Code) for each license issued under subsection (c) hereof, which fee shall be for the calendar year for which the license is issued.
