1043.04 GENERAL REQUIREMENTS.
   (a)   All industrial users shall promptly notify the Municipality in advance of any substantial changes in the volume or character of pollutants in their discharge to the POTW, including the listed or characteristic hazardous wastes for which the industrial user has submitted initial notification under 40 CFR 403.12(p).
   (b)   No industrial user shall increase the use of process water or in any other way attempt to dilute a discharge as a partial or complete substitution for adequate treatment to achieve compliance with a pretreatment standard or requirement.
   (c)   All significant industrial users shall notify the POTW immediately of all discharges that could cause problems to the POTW, including any slug loads.
   (d)   (EDITOR'S NOTE: Subsection (d) was repealed by Ordinance 18 92, passed July 7, 1992.)
   (e)   All industrial users are prohibited from bypassing any pretreatment facility. Pretreatment facilities are required to be operated at all times. However, if an industrial user knows in advance of the need for a bypass, it must give prior notice to the Municipality at least ten days before the date on which the bypass is to occur. If the bypass is not anticipated, the industrial user must notify the Municipality orally within twenty four hours of becoming aware of the bypass. This twenty four hour notice must be followed within five days with a written description of the bypass, its cause, duration, or, if it has not been corrected, how long it is expected to continue, and what has been done to rectify the situation.
