1042.03 REQUIREMENTS FOR DETAIL PLANS.
   (a)   A minimum of three sets of construction plans, accompanied by the design computation sheet, shall be submitted for approval by the Department of Service. Two sets of plans so approved will be retained by the Municipality and one set will be returned to the applicant.
   (b)   Any plans or specifications which are improperly prepared or are accompanied by insufficient or inaccurate information may be rejected by the Sanitary Engineer, whereupon revised plans and specifications or more sufficient data shall be submitted as required.
   (c)   Submission to and approval by the Municipality of plans and specifications for water supply and/or sanitary sewerage improvements does not relieve the owner from compliance with requirements of the Ohio Environmental Protection Agency for its approval of plans and specifications for proposed improvements.
   (d)   Authorization to construct water supply or sanitary sewerage improvements shall be by a letter issued to the owner by the Sanitary Engineer, stating that permission to commence construction has been granted. Such letter shall not be sent until approval of Council and the Ohio Environmental Protection Agency has been secured.
   (e)   Any deviation from approved plans and specifications shall be submitted to and approved by the Water Division and the Sewer Division before any such change is made. "As built" plans clearly showing such change shall be submitted at the completion of the work.
   (f)   Approval of detail plans shall be valid for only six months, after which time such plans must be resubmitted for reapproval unless construction has been initiated.
