1036.09 DISPOSAL OF SEPTIC TANK AND HOLDING TANK WASTES.
   (a)   No person shall discharge septic tank or holding tank wastes into any manhole or other appurtenance of a sewer which discharges either directly or indirectly into the sanitary sewerage facilities of the Municipality without first obtaining a permit therefore issued by the Department of Service.
   (b)   Septic tank and holding tank wastes which originate within the Municipality may be discharged into the sanitary sewerage system only at those locations which are designated by the Sanitary Engineer. Septic tank and holding tank wastes which originate outside the Municipality are hereby prohibited from being discharged into sewerage facilities of the Municipality or into sewerage facilities tributary to the facilities of the Municipality.
   (c)   Permits for discharge of septic tank and holding tank waste shall be obtained upon the filing of an application form furnished by the Department of Service. A separate permit shall be obtained from the Warren County Health Department for each tank vehicle and shall be displayed at all times on the vehicle. Permits shall be renewed annually on or before the first regular business day of each year. The capacity in gallons of each vehicle shall be clearly marked on the said of the tank, and each vehicle shall be equipped with a sight tube so that quantities can readily be determined.
