When required by the Municipality, the owner of any property serviced by a building sewer carrying other than residential wastes shall install a suitable control manhole, together with such meters and other appurtenances in the building sewer necessary to facilitate observation, sampling and measurement of wastes. Such manhole shall be readily accessible, safely and located and constructed in accordance with plans approved by the Department of Service.
