No person shall discharge, or cause to be discharged, the following substances, materials, waters or wastes into a sanitary sewer, because such wastes can harm either the sewers or the sewage treatment process or equipment, can have an adverse effect on the receiving stream, can otherwise endanger life, health or public property or can constitute a nuisance:
(a) Any storm water, surface water, ground water, roof run off, subsurface drainage (i.e. subsoil drains either under basement floors or around the foundation), uncontaminated water or unpolluted industrial process waters; (Storm water and all other unpolluted drainage shall be discharged into storm sewers or a natural watercourse.)
(b) Any water or wastes having, or materials causing water or wastes to have, ph concentrations outside of the range of 6.0 to 8.0 or having any other corrosive property capable of causing damage or hazard to structures, equipment and personnel of the Water Division and the Sewer Division;
(c) Any substance which will result in a violation of limits in the NPDES permit;
(d) Solid or viscous substances in quantities or of such size capable of causing obstruction to the flow in sewers or other interference with the proper operation of sewerage facilities, such as, but not limited to, ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, wood, garbage, whole blood, paunch manure, hair and fleshings, and paper dishes, cups, milk containers, etc., either whole or ground by garbage grinders;
(e) Any waters or wastes containing iron, chromium, magnesium, copper, zinc and similar objectionable or toxic substances or wastes exerting an excessive chlorine requirement to such as degree that any such material received in the composite sewage at the wastewater treatment plant exceeds the limits established by the Municipality for such substances;
(f) Any waters or wastes containing phenol or other taste or odor producing substances in such concentrations exceeding limits which may be established by the Municipality as necessary to meet discharge parameters prescribed by the State, Federal or other public agencies of jurisdiction; any radioactive wastes or isotopes of such half-life or concentration which may exceed limits established by the Municipality in compliance with applicable State or Federal regulations;
(g) Unusual concentrations of inert suspended solids, such as, but not limited to Fullers earth, lime, slurries and lime residues, or of dissolved solids, such as, but not limited to, sodium chloride and sodium sulfate;
(h) Excessive discoloration, such as, but not limited to, dye wastes and vegetable tanning solutions;
(i) Any waters or wastes with unusual biochemcial oxygen demand, chemical oxygen demand or chlorine requirements, in such quantities as to constitute a significant load on the wastewater treatment plant;
(j) Unusual volume of flow or concentration of wastes which exceeds, for any duration in excess of fifteen minutes, more than five times the average twenty-four hour period concentration or quantity of flow during normal periods;
(k) Waters and wastes containing substances which are not amendable to treatment by the wastewater treatment processes, except by written approval of the Sanitary Engineer; (Industrial discharges must meet the requirements of any governmental agency having jurisdiction over discharge to the receiving waters.)
(l) Any liquid or vapor having a temperature higher than 140 degrees Fahrenheit;
(m) Any water or waste containing fats, wax, grease or oils whether emulsified or not, in excess of fifty mg/l or containing substances which may solidify or become viscous at temperatures between thirty-two degrees Fahrenheit (zero degrees Centigrade) and 140 degrees Fahrenheit (sixty-five degrees Centigrade);
(n) Any garbage that has not been properly shredded; (The installation and operation of any garbage grinder equipped with a motor of 0.75 horsepower, 0.76 horsepower metric or greater shall be subject to the review and approval of the Water Division and the Sewer Division).
(o) Any waters or wastes containing strong acid iron picking wastes or concentrated plating solutions, whether neutralized or not;
(p) Any gasoline, benzene, naphtha, fuel oil or other flammable or explosive liquid, solid, gas or phenol;
(q) Any waters or wastes containing toxic or poisonous solids, liquids or gases in sufficient quantity, either singly or by intersection with other wastes, which injure or interfere with any wastewater treatment process or constitute any hazard in the receiving waters of the wastewater treatment plant, including, but not limited to, cyanides in excess of 2 mg/l as CN in the waste discharged to the sanitary sewer.
(r) Any substance deemed not acceptable by the Water Division and the Sewer Division; or
(s) Any discharges which are not consistent with the industrial pretreatment program established pursuant to 40 CFR 403.
