(a) From time to time or upon request, the Municipality will test any of its meters and guarantee its accuracy. When consumers are dissatisfied with bills and request a test of the water meter, they shall make such a request in writing and deposit with the request the amount as set forth in the General Fee Schedule in Chapter 206. If, upon testing, the meter is found to be registering more water than actually is passing through it, and the difference is in excess of the tolerance permitted by the American Water Works Association Standards, no charge shall be made, the deposit will be returned and the meter will be replaced at no cost to the consumer and a credit for the rate of over registration, for a period not exceeding a three month billing period prior to the date of test, shall be entered on the water bill following the test may be considered by the Finance Director. Otherwise, the owner or his agent shall forfeit the deposit.
(b) If a tested meter, regardless of who initiates the request for such testing, reveals damage resulting from neglect or carelessness of the property owner, his agent or tenant, the total cost associated with the meter testing and its subsequent repair or replacement shall be borne by the property owner.
(c) Water meter testing shall be done by the Municipality or by the manufacturer's representative and the results of all tests shall be certified in writing to the property owner along with the assessment of applicable charges.
