(a) Generally. These Water and Sewer Regulations may be changed from time to time to satisfy changing situations. Amendments, when accepted by Council, will be made known to the public in the manner that ordinances and resolutions are made known by Council.
(b) Procedures. Persons who desire to have amendments made to these Water and Sewer Regulations shall submit their suggestions, in writing, to the Manager. Upon receipt of such a written suggestion, the Manager and the Sanitary Engineer shall review the suggestion for its merits and applicability. If the Manager and the Sanitary Engineer deem the suggestion meritorious, it shall be submitted to Council for review and approval.
