(a) In some instances, Council, upon the recommendation of the Sanitary Engineer, may determine that the size of the water supply or sewerage facilities should be increased for future expansion. Such determination shall be made upon the basis of the Land Use Plan of the Municipality.
(b) When it is determined that they are necessary, the oversized facilities shall be installed by the developer.
(c) The Municipality may pay the difference in cost for the increased size, in an amount to be determined by the Sanitary Engineer, from water and/or sewer surplus funds and/or from the proceeds of certificates of indebtedness authorized and issued by Council for such purpose.
(d) The Municipality will participate, upon recommendation of the Sanitary Engineer pursuant to subsection (a) hereof, in the cost of oversizing water mains in excess of eight inches in diameter and sewers in excess of ten inches in diameter.
