1022.02 IMPROVEMENTS.
   (a)   Generally. A developer shall improve streets or highways which are a part of a subdivision. In addition, new or existing construction within a right-of-way, damaged beyond reasonable wear or tear, by construction equipment or excessive trench work, shall be restored to its original condition.
   (b)   Plans and Profiles. A centerline profile of proposed streets or roads, with typical cross sections indicating proposed crowns and slopes anticipated in meeting required street improvements, shall be a part of or accompany a preliminary plan. All drainage and drainage structures shall be indicated on the profile and all profiles shall be submitted to Council for approval before construction begins.
   (c)   Widths. Proposed streets shall have a width meeting the requirements set forth in the Subdivision Regulations, codified as Title Two of Part Twelve - the Planning and Zoning Code.
   (d)   Alignment. Proposed alignment changes or deflections in street direction shall be in accordance with the Subdivision Regulations.
   (e)   Grades. Proposed grades shall be the centerline grades of the respective streets and shall be indicated in complete detail in the profiles and referenced to the stationing shown on the plan. Maximum and minimum grades to be adhered to are set forth in the Subdivision Regulations.
