870.03 LIABILITY INSURANCE REQUIRED; EXTENT OF LIABILITY.
   (a)   No person shall operate a taxicab for hire upon the streets of the Municipality, and o person who owns or controls a taxicab shall permit it to be so operated unless the owner of such taxicab has deposited with the Manager a policy of liability insurance issued by a responsible insurance company, approved as to sufficiency by the Manager and as to legality by the Director of Law, providing indemnity for or protection to the insured against loss and agreeing to pay to any judgment creditor any final judgment rendered against the assured by reason of the liability of the insured to pay damages to others for bodily injuries, including death at any time resulting therefore, and for damage to or destruction of property sustained during the term of such policy by any person other than employees of the insured, and resulting from the negligent operation, maintenance or use of such taxicab.
   (b)   The amount of liability insurance described in division (a) hereof shall be not less than the sum to be established by the Manager combined personal injury and property damage limits.
