The purpose of this chapter is to regulate peddlers and solicitors engaged in a commercial enterprise from operating in the Municipality without a license and bond as required herein. Nothing in this chapter shall be construed to restrict the lawful activities of a religious, fraternal, civic, educational, political or non-profit association from distributing material to households in the Municipality, or selling goods and soliciting donations for a charitable purpose.
