No person shall conduct a private sale in the Municipality without first obtaining a permit therefor. A permit may be obtained by telephoning or appearing in person at the office of the Manager. Such a permit may be issued to any one household not more than four times within a twelve-month period. No such permit may be issued for more than four consecutive days. There is no fee for the issuance of such a permit. The Manager shall maintain a permanent log of such permits.
