If a contract is awarded to a bidder other than the apparent low bidder or bidders, the Manager or his designee shall meet with the apparent low bidder or bidders upon the filing of a written protest received within five days of the notification required in Section 258.04 hereof. No final award of the contract shall be made until the Manager affirms or reverses his previous decision.
