(a) The Fire Chief shall have exclusive control of the stationing and transferring of all fire-fighters, emergency medical technicians and other officers and employees in the Department under such standard operating procedure rules and regulations as the Manager prescribes.
(b) The Chief shall assign duties to all officers, fire-fighters, emergency medical personnel and other employees in the Department, shall regulate the stationing of all personnel and equipment and shall post all such duties and station assignments.
(c) The Chief shall have the exclusive right to suspend any officer, fire-fighter, emergency medical personnel or other employee in his or her Department and under his or her management and control for incompetence, gross neglect of duty, gross immorality, habitual drunkenness, failure to obey orders issued by a proper authority or any other reasonable and just cause. If any such employee, fire fighter or emergency medical person is suspended, the Chief shall forthwith certify such fact, in writing, together with the cause for such suspension, to the Manager. The Manager shall proceed to inquire into the cause of such suspension and shall render a judgment thereon. Such judgment, if the charge is sustained, may be either suspension, reduction in rank or dismissal from the Department. Such judgment shall be final, except as otherwise provided by law.
(d) The Chief, or an officer assigned, shall be present at all fires, shall investigate the cause thereof, shall examine witnesses, shall compel the attendance of witnesses and the production of books, papers and records and shall perform all other acts necessary for the effective discharge of his or her duties.
(e) The Chief shall recommend to the Manager a standard operating procedure for the Department, including general rules and regulations, to be approved and prescribed by the Manager.
