(a) Establishment. Pursuant to Ohio R.C. 737.161, there is hereby established, within the Police Department, a Reserve Police Officer who shall be recommended by the Chief of Police and appointed by the Manager.
(b) Term of Office. The term of office of a member of the Reserve Police Unit shall be at the pleasure of the Manager or until the resignation of a member is submitted and accepted by the Manager.
(c) Authorized Number of Members. The number of reserve police officers shall not be more than fifteen, as determined by Council.
(d) Supervision. Reserve police officers shall be under the supervision of the Chief of Police. Reserve members shall obey the chain of command of the Department and are superseded in seniority by all full-time police officers.
(e) Compensation. Reserve police officers shall serve without compensation for their time worked.
(f) Minimum Hours. Reserve Police Officers shall be available for scheduling a minimum of sixteen hours per month, thirty-two hours per month while in training, unless excused by the Chief of Police.
