236.05 DISTRIBUTION OF LOCAL GOVERNMENT FUND AND LOCAL GOVERNMENT REVENUE ASSISTANCE FUND MONIES BY ALTERNATE FORMULA METHOD.
   The formula described herein is hereby approved for 1996 and thereafter, until amended.
   (a)   The Warren County Park District will receive four percent of the total Local Government Fund and the Local Government Revenue Assistance Fund.
   (b)   Warren County will receive 44.8 percent of the Local Government Fund and the Local Government Revenue Assistance Fund.
   (c)   Of the remaining monies, the formula herein adopted divides the Local Government Fund and the Local Government Revenue Assistance Fund as follows:
      (1)   12.5 percent of the aforesaid funds shall be distributed based upon population figures contained in the 1990 census.
      (2)   12.5 percent of the aforesaid funds shall be distributed based upon the assessed values for real and tangible property tax for the last known year.
      (3)   Seventy-five percent of the aforesaid funds shall be distributed based upon the delivery of service for the purpose of maintaining streets, parks, police, building and zoning, planning and engineering, courts and fire and ambulance protection, and then dividing the aforesaid sum for each by the total of all to determine the relative factors for each subdivision. These figures are compiled from the actual expenses set forth in the budget most recently submitted to the Warren County Auditor or the most recent financial report.
      (4)   For subdivisions partially in Warren County, the service delivery costs allocation shall be determined by the following formula:
         A.   Valuation in Warren County divided by the total valuation of the subdivision.
         B.   Population in Warren County divided by the total population of the subdivision.
         C.   Add the valuation factor to the population factor and divide by two to equal the factor to be applied to the subdivision's service delivery costs to determine service delivery in Warren County.
      (5)   No subdivision shall receive less than five thousand dollars ($5,000).
      (6)   No subdivision shall suffer a decrease of the lesser of fifteen thousand dollars ($15,000) or fifteen percent of its previous year's allocation.
      (7)   Funds of Warren County's share of the allocation will be utilized, if needed, to offset a greater than fifteen thousand dollar ($15,000) or fifteen percent decrease to a subdivision.
      (8)   During the term of this formula, if the total amount of Local Government Fund money and Local Government Revenue Assistance Fund money is less than the total amount received in the previous year, then all political subdivisions will share the loss proportionally to their relative share.
