All of the rates and fees shall be subject to an annual increase. Unless otherwise authorized through separate legislation by Council or by contract, the fees listed in the General Fee Schedule are subject to annual increases not to exceed 15%. Increases are determined by Manager who may use an average of the national inflation rate from the United States Labor Department, Bureau of Labor Statistics, for the previous three years to base an increase. This increase shall be implemented by the Manager no later than March 31 of each year. The Fees shall be set forth by a separate schedule published annually by the Manager.
