(a) No owner or occupant of any premises shall permit household, commercial or industrial waste matter such as ashes, cinders, tin cans, glass, bottles, straw, excelsior, waste paper, rags, wood or paper boxes, tree or shrub trimmings, automobile parts, discarded furniture, tires, or other forms of scrap, waste material or trash, to be stored or to accumulate on premises within this Village, other than refuse stored in containers; provided that, waste materials accumulated in the construction, remodeling, or repairing of buildings on the premises, pursuant to a valid building permit, may be accumulated for a reasonable length of time during such construction, remodeling or repairing, if the same does not constitute a health or safety hazard.

(b) (1) Whoever violates this section is guilty of a minor misdemeanor for the first offense. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
(2) Whoever violates this section, after a prior guilty plea or conviction thereon, shall be guilty of a misdemeanor of the fourth degree. The second and each additional offense shall also be a misdemeanor of the fourth degree. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
