(a) Each person producing, creating, generating, or otherwise responsible for or having litter shall remove the litter, or cause it to be removed by persons properly authorized to do so in the Village.
(b) Residential collections shall be made:
(1) Once each calendar week and on the same day of each week, weather permitting.
(c) Commercial collections shall be made:
(1) Once each calendar week and on the same day of each week;
(2) Provided, however, litter at any restaurant, hotel, public eating place (private club with liquor license), grocery or other mercantile establishment handling perishable food supplies shall be removed at least twice each calendar week.
