351.14 SNOW REMOVAL ROUTES.
   (a)   No person shall stand or park a vehicle within an area posted as a Snow Removal Route when two inches or more of snow or ice has fallen and accumulated on Village streets and the Village has begun snow removal operations. Normal parking may resume after snow and ice have been removed. If there is a new accumulation of two inches or more of snow or ice, the Snow Removal Route restrictions shall be reinstituted, but not more often than every eight hours.
   (b)   The Mayor or the Village Administrator shall determine the snow or ice accumulation and shall notify the Village Services Coordinator and the Chief of Police when snow or ice accumulation has reached minimum depth of two inches.
   (c)   After two or more inches of snow or ice has accumulated and the Village has begun to remove the snow or ice, a Village police officer, traffic enforcement officer or community service officer may issue a citation for any vehicle that remains parked on restricted streets or public ways.
   (d)   Whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted or pleaded guilty to two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
   (e)   In addition to any other penalty authorized by law, the Village may remove or cause to be removed, at the expense of the owner of the vehicle any vehicle found in violation of this section.
   (f)   The Village Administrator shall cause proper and adequate signs to be permanently placed giving notice of such snow or ice removal routes on the public streets and public ways as determined from time to time by the Village Safety Committee in consultation with the Village Services Coordinator.
