It is the intent of this chapter to expand prior legislation as set forth in Ordinance No. 82-2 so that a permit shall be required not only for commercial buildings and structures, but also for residential buildings and structures and all other pertinent buildings or structures which are to be constructed, reconstructed or expanded.
