No direct cost Village services such as water and sewer shall be provided to the construction, reconstruction, or expansion site until this chapter is complied with. Upon issuance of a site permit, direct cost Village services, if already provided, may be discontinued if the actual construction, reconstruction, or expansion work does not comply with this chapter or with any conditions of its issuance.
