709.11 INTERSTATE COMMERCE; FRAUDULENT SOLICITATIONS.
   (a)    Registration Required. No person shall canvass. solicit, or act as a peddler in interstate commerce within the Village without first having registered with and paid the applicable fee to the Village Administrator. The fee schedule is contained in Section 709.16. The Village Administrator shall issue a registration certificate to each applicant who completes the required application and pays the applicable fee. The registrant shall carry the certificate on his or her person of the registrant at all times when engaged in solicitation of sales and show the certificate on request of any police officer or any person to whom an offer to sell is made. Each registrant shall provide a written receipt for each order or purchase. Such receipt shall show the name of the organization, amount of the sale and the date, and shall be signed by the registrant.
   (b)    Registration Application: Contents. Application for a certificate of registration shall be made upon a form provided by the Village Administrator. Each application shall contain, the name, address and the phone number of the person completing the application; the name, address and telephone number of the organization for which he purports to act; the name of an officer or other official of the organization; the nature of the goods or services for which he will take orders; and such other information as the Village Administrator may require.
