No person in a park shall erect a sign or attach a sign to property owned or controlled by the Village. No person in a park shall display any placard, notice, advertisement, circular, banner, or statement of any kind, except in areas designated or otherwise authorized by the Administrator, other than a permanent sign on a vehicle parked in a designated parking area.
