The Village shall not accept an application for water service or sewer service and will not provide water or sewer service to an owner or customer, when the owner or customer is indebted to the Cardington Water and/or Sewer Department, for water service or sewer service supplied, work done, material furnished, or penalties imposed. This section shall apply whether the indebtedness relates to the premises to which the application relates or at any other premises supplied by the Cardington Water Department, within or without the City limits. Except as may be expressly otherwise provided by the rules and regulations of the Cardington Water Department, no application for water service or sewer service will be allowed and no water service or sewer service will be supplied to the premises where any water, sewer, or other service charges for same remain delinquent or unpaid.
