When bills are sent or delivered to premises supplied with water, the occupant shall pay the bill if he is the customer. If the then current occupant is not the customer, the occupant shall return the bill to the Cardington Water Department accompanied by a statement as to why the bill is being returned. Failure to receive the bill shall not relieve any person of his or her obligation to pay the bill, provided that failure to receive a bill was through no fault or neglect of the Department of Utilities.
