933.14 EXTENSION OF TIME OF PAYMENT.
   (a)   Because of unusual conditions and upon proper investigation thereof, the Village Administrator, or his/her designee, may issue a letter or order to extend the time for payment without penalty, to waive collection of the penalty charge, or to suspend the effective date of a Notice of Delinquency and Shut-Off when a monthly payment plan is in effect.
   (b)   The relief granted under this section shall not extend beyond six months from the date of the Administrator’s letter or order.
   (c)   A Customer or an Owner wishing to establish a monthly payment plan must pay a minimum of twenty percent (20%) of the total amount owed to initiate the payment plan. The initial payment of twenty percent (20%) of the outstanding balance will be applied first to the then current Payment Plan Fee and the remaining amount of the initial payment, if any, will be applied toward the total balance due in accord with Section 933.13.
   (d)   The Village Administrator may deny any application for relief under this section if the Customer or Owner has obtained relief under this section on any other account within the previous twelve (12) months.
