An Owner who is delinquent in payment for charges for water/sewer service supplied, or for meter or service repairs, will not be given new service to the property owned or rented by that owner until the bills owed by the owner-applicant for said property have been paid in full. Nor will new service be given to his agent or customer at the property owned or rented by the Owner that has delinquent accounts. (See Section 933.10).
