Unless the context specifically indicates otherwise, the meaning of terms used in this chapter shall be as follows:
(a) "Consumer" means a person who is neither a Customer nor an Owner, as defined herein, having the use or benefits of a supply or water, sewer, or other services rendered by the Cardington Water Department.
(b) “Customer” means the person who has primary financial responsibility for water or sewer service the Village provides to a particular service location.
(c) “Delinquent account” means any account not paid in full by the 10th day of the calendar month following billing.
(d) “Owner” means the person reflected in the records of the Morrow County Auditor as the Owner of the lot or parcel of land served by water or sewer service by the Village.
(e) "Person" means any individual, partnership, firm, company, association, society, corporation, or any other entity.
(f) “Village” means the Village of Cardington, Morrow County, Ohio, and includes the Cardington Water Department and the Village Administrator.
