925.08 SEWER SERVICE CONNECTION CHARGES.
   (a)    A Sanitary Sewer Capacity Charge Fee, being a tap -in or connection fee representing a reasonable relationship to the entire cost of having provided and created an adequate sanitary sewer system, including wastewater treatment plant, shall be imposed upon all future users of the currently unused service capacity of the Village Sanitary Sewer System.
   (b)   All new users connecting to the Cardington sanitary sewer system, either inside or outside the Village shall pay a connection charge as follows:

   (c)    In the event that a structure is enlarged, or the use of a structure is materially changed, the owner or occupant may be required to pay a supplementary tap fee prior to the issuance of a building and/ or occupancy permit. A supplementary tap fee shall be charged if the tap fee for the original use or structure, computed according to the current schedule of tap fees, is less than the tap fee for the newly established use or enlarged structure, computed according to the current schedule of tap fees. The supplementary tap fee to be charged shall be the difference between these 2 computations.
