925.07 SEWER USER RATES AND SEWER SERVICE CHARGES.
   (a)    The prices to be charged by the Sewer Department to all consumers effective beginning with the first regular billing cycle after May 1, 2023 are hereby fixed as follows:
      (1)   The base rate shall be $23.13;
      (2)   The metered rate shall be: $9.00 per 1000 gallons for the first 10,000 gallons to customers who live inside the Village corporation limits:
: $10.60 per 1000 gallons for the first 10,000 gallons to customers who live outside the Village corporation limits;   
: $8.32 per 1000 gallons for usage over 10,000 gallons to customers who live inside the Village corporation limits; and
: $10.60 per 1000 gallons for usage over 10,000 gallons to customers who live outside the Village corporation limits.
               (3)   The charge for sewer user rates/sewer service charges for all Village sewer only customers shall be: customers inside the Village corporation limits - $62.62 and for customers outside the Village corporation limits: $71.34.
   (b) Every person (which word as used herein includes any legal entity) who is a record owner of a fee or undivided fee interest, or who has a substantial possessory interest in a property served by the Village's sewer system shall be responsible for payment of the base rate even if the property is not currently occupied or consuming water.
   (c)    A ten percent (10%) late charge shall be assessed to all customers who fail to submit payment in full by the third business day of the month.
   (d)    Every household, housing unit, and apartment unit is required to pay the base rate. Apartment complexes, trailer parks, and multi-family units are required to pay the base rate for every individual unit, household, or apartment that is currently served by / has a connection to the Village sewer system.
   (e)    Sewer customers with meters larger than a one-inch meter will pay as their base rate an amount equal to their applicable base rate set forth above times the size for every one inch of the meter. For example, a sewer customer with a two-inch meter will pay as its base rate two times their applicable base rate above.
