(a) The regulations set forth are designed to ensure the community’s health, safety and welfare in conjunction with other local, state, and federal regulations and guidelines, to ensure the consistent reliable and efficient functioning of the utilities systems.
(b) The regulations are intended to supplements published local, state and federal regulations applicable to water and wastewater field. These regulations, when not in conflict with other local, state and federal regulations shall be enforced.
