(a) Before any excavation is begun for any connection to any sanitary sewer, storm sewer, gas or water main or any other service constructed in whole or in part in the Village, a permit shall be secured by the person by whom the connection is to be made.
(b) Before any opening in any street, alley, sidewalk, or public way of the Village is made, a permit shall be secured by the person requesting to make said opening prior to the commencement of the work.
(c) These sections do not apply to the Village Administrator or the authorized employees and agents of the Village Administrator.
