(a) Sidewalks and curb aprons shall be installed, or where applicable, repaired, as part of all construction of all new residential, commercial, and industrial buildings and developments. Replacement of an existing home with a newer one (including industrialized units, manufactured homes and mobile homes), does not constitute 'new residential building' as long as the replacement home is placed on the existing foundation.
(b) The owner of the land, the owner's agent, the occupant of the land, the subdivider or developer, jointly and severally shall be liable for and shall provide and pay for the entire cost of constructing sidewalks and curb aprons.
