A. Pursuant to its home rule authority pursuant to article 7, section 6 of the constitution of Illinois and under 410 Illinois Compiled Statutes 82/40, the city of Carbondale shall enforce the provisions of this chapter and may assess fines pursuant to section 11-5-8 of this chapter.
B. Any person may register a complaint with the city of Carbondale police department. In addition, any person may register a complaint with the department of public health or a state certified local public health department for a violation of the smoke free Illinois act under 410 Illinois Compiled Statutes 82/1 et seq.
