Every privy or vault within said "Health District" shall have connection with the City sanitary sewer, and every privy or vault within said "Health District" not so connected with said City sanitary sewer is hereby declared to be a public nuisance and the owner or owners of the premises whereon the said privy or vaults are situated, and the person in actual possession of said premises, or either of them, as tenants or otherwise, shall be subject to a penalty of not less than five dollars ($5.00) nor more than one hundred dollars ($100.00) for their failure or neglect to have such failure, neglect or refusal, after notice to have such connection made, by the proper City authorities, shall constitute a distinct offense, and subject the offender to the penalty above set forth.
