The refuse collection fee shall be a civil debt owing the contractor and the City from the owner, occupant or person in possession, charge or control of the premises. A penalty may be charged for late payment. Should any person fail, refuse or neglect to pay a collection bill within 30 days after received, without a valid dispute therefor, the contractor may refuse to collect solid waste, organic waste or recyclables from the premises until the bill is paid or the matter otherwise is resolved.
