The purpose of this Chapter is to provide for the collection, removal and disposal of recyclable material and solid waste, as well as related services, in accordance with state standards, laws and regulations, and to otherwise provide for the determination and regulation of a solid waste contractor. This Chapter is necessary for the protection of the public health, safety and welfare, and to mitigate any health hazards within the City.
