The provisions of this article and subsequently adopted rules are hereby declared to be severable. If any provision of this article and subsequently adopted rules or application of such provisions to any person or circumstance is declared invalid for any reason, such declaration shall not affect the validity of the remaining portion of this article or subsequently adopted rules.
